Route 213 is a newer sign route (1970's) and doesn't really do much. Western Avenue continues much further north past I-405 eventually running into the Hollywood area where it has two subway stations (Hollywood/Western, Wilshire/Western) on the Metro Red Line. The route is entirely four lanes or more and a city street.
